Witnesses are declining to step forward with information about four recent Surrey shootings.

On Friday, police say a fight broke out between two men on the 12700-block of 67th Ave in Surrey when a third man appeared and shot one of them in the back.

"As this whole event unfolded, we're looking at about 30, or as many as 40 witnesses," said Sgt. Roger Morrow of the Surrey RCMP.

CTV interviewed several residents of this area, but none would go on the record about the crimes to police for fear of reprisal.

Four shootings have recently occurred within five blocks in Surrey in the recent spate of violence dogging Metro Vancouver, but so far, no one has come forward with information.

Jack Layton, leader of the Federal NDP, made a high-profile visit Vancouver on Monday with suggestions of how to combat gun crime.

"'There's need for more legislation, prosecutions, policing, and prevention -- all of those things need work," said Layton.

And he said the federal government should step back and allow cities to make criminal laws.

"There needs to be the powers given to cities that decide that they want themselves to become handgun free, and to be able to under the criminal code to make that happen."
