The driver of an overloaded farm workers' van that crashed, killing three people and injuring 14 others has been given a $2,000 fine and loses her licence for a year.

Harwinderpal Kaur Gill pleaded guilty in an Abbotsford, B.C., court to two counts under the Motor Vehicle Act as a result of the March 2007 accident on Highway One.

The van, designed for 10 people, was carrying 17 farm workers and most of them weren't wearing seatbelts when the van rolled.

Eight charges had originally been laid, including four charges against RHA Enterprises Ltd., of which Gill was part owner, but the Crown dropped the remaining six charges.

B.C. Federation of Labour president Jim Sinclair says the decision means a driver can overstuff a van full of farm workers and have an accident, with few consequences.

Sinclair wants a public inquiry and says better law are needed to protect workers and criminal charges should have been laid in the deaths of the three women.
