The victim, who has not been identified, has known gang affiliations, Marks said.

A number of suspects were seen leaving the scene, but none has been identified or located.

Investigators have not confirmed if the shooting was targeted, but said they will be conducting a thorough investigation.

"We absolutely are committed to investigating this and to try and keep this community and other communities around the Lower Mainland safe," Marks said.
