Carole James has resigned as leader of the troubled BC NDP, blaming infighting in the opposition party.

The announcement was made at a hastily called press conference in Victoria on Monday, when she said she will step down as soon as an interim leader is elected, blaming squabbling among her caucus.

James said the decision wasn't an easy one, but disagreements surrounding her leadership had caused the party to grind to a halt.

"Over the last two months we've seen some members of our caucus decide to use their time and energy infighting instead of working on behalf of British Columbians," she told reporters.

"My time and energy is leader is consumed by infighting, and that's not right."

A so-called "baker's dozen" of 13 dissident MLAs has been publicly lobbying for James to resign.

"I know there will be individuals who will see this as a win for the bullies and that goes any part of my moral fibre," James said. But she added that it would be far worse for the party to lose 13 people.

James said the ball is now in the dissidents' court, and she had a message for them: "It's your responsibility to step back and get some work done."

She said she was proud of her record as leader, and expects the party to make a decision on interim leadership in the New Year.

"I spent my entire life working and building things, not complaining and taking them apart," James said.

"It is time for all caucus members to find a way to unite to serve British Columbians."

Esquimalt-Royal Roads representative Maurine Karagianis was the only NDP MLA to attend James's announcement.

Karagianis described James as a "tremendous leader" but said she respected her decision to step down.

"Many things that we believe in have been sidelined while this infighting was going on," Karagianis said. "I think this is a very sad day for all of us."

Weeks of trouble for the NDP

The news comes a day after an emergency caucus meeting was abruptly called off in favour of "private discussions" about dissent within the party.

James's announcement marks a change of heart for the embattled leader, who announced last week that she would not be stepping down in response to growing dissent within the New Democrats.

On Wednesday, the party's longest serving MLA, Jenny Kwan, called for James to relinquish power.

The Vancouver-Mt. Pleasant MLA said that James has had seven years to prove herself to British Columbians, but instead has made the party "irrelevant in the hearts and minds" of voters.

After James announced her resignation, Kwan issued a statement thanking her for her leadership.

"She has served British Columbia well," Kwan wrote.

"This has been a difficult time for our party. I look forward to the democratic renewal of our party, including a one-member-one-vote leadership convention in the New Year."

A poll released Nov. 19 by Mustel Group Masket Research revealed that James's public approval rating had fallen significantly since Premier Gordon Campbell's resignation.

In a telephone survey of 502 people conducted in the first half of November, only 33 per cent of respondents said they approved of James's performance, down from 42 per cent in September.

Last month, Kwan was one of three MLAs who stood behind caucus whip Katrine Conroy as she resigned her position. Conroy said she was leaving because she felt she no longer had the support of her leader or the NDP caucus.

Conroy's move followed the resignation of former caucus chairman Norm MacDonald, who left in response to James's decision to boot MLA Bob Simpson from caucus for criticizing her leadership.

On Nov. 20, delegates at the party's provincial council meeting rejected a plan to hold a leadership convention next year by a count of 97 to 18.

James has been unable to propel her party to control of the legislature.

James has led the New Democrats since 2003, and was elected as MLA for Victoria-Beacon Hill two years later. Before that, she served for 11 years as a Victoria school trustee and then as president of the B.C. School Trustee Association.

Carole James did the right thing. Nathan Cullen is the brightest NDP leader in BC, charismatic, smart and tough. Either he or Corky Evans would rebuild this party quickly.

Carole should have done this after the last election, in which case the NDP would be primed to take over governing our awesome province. However, I'm please she realized this move was necessary for the good of the party. Best of luck to you Ms. James. It won't be Nathan Cullen, he and his wife just had twins so I doubt he would leave a relatively secure riding and stable role in the federal NDP. Maybe another federal NDPer? Certainly not Gregor Robertson. It's a hard question of who could lead the party in the next election as unlike in the past there is no Mike Harcourt (87) or Joy MacPhail (01) waiting in the wings. On the bright side a new leader could have up to two years to make a case to BC, and even an average leader stands a better chance. Yes, the NDP really hurt themselves here, but not as much as the BC Liberals hurt the voter and taxpayer, so NDP has a HUGE edge. The new Premier might try a snap election, but I can see that really backfiring. Sad part is Carole could have left when she should have after May 2009 election and had a chance to at least be a major cabinet minister under a new NDP Premier, but I think she blew that chance now. Instead she stuck around, made bland terrible party decisions, non-existant policy renewal, and most importantly let Bill Vander Zalm be the leader of FightHST. Carole could have cemented her place as a fighter, but instead was nowhere on the HST. Goodbye, good luck, and good riddance.

I am very sad to hear this. I hope that Jenny Kwan feels really proud of herself because she is going to wear the label of having been instrumental in tearing the NDP apart. I think she should be ashamed of herself, not only because of that, but because of the timing she chose. No bright light would wait until their party has a golden opportunity to win an election to air all their dirty laundry in public.

I have leaned towards the NDP's platform far more than all of the rest over the decades and am still amazed that when an opportunity presents itself to attain the seat of power from the Liberals, something as petty as ego gets in the way of a united front. Well. The Gang of 13 will now have to"suck it up"!There is not a leader among them, including, Ms. Jenny Kwan.IMHO Mike Farnsworth would now make a good leader. He is level headed,a moderate, and could pull the party together. (But not much different from James.)The worst thing the party could do is opt for a leader who is way out in left field e.g. Leonard Krog.The NDP will now have to scramble to get a leader, and some new policies chosen, BEFORE the Liberals convention, the end of Feb.Or take the risk of being leaderless, if a snap election is called.Good on Carole James for recognizing the best interest of the party, in the circumstances.

If you are unable to handle that effectively and unable to unite your party with a real plan and vision that the voters can recognize and get behind, how on earth did you think you would run the whole province?With both major parties seeking leaders, politics will be interesting perhaps, if the contenders are able to fully understand that the voters are looking for change and a leader who can lead and listen. As the leader, all of the dissention and dissatisfaction within the party is your fault. Not accepting this and dealing with it is also your fault. Getting pushed out because you refused to face reality is also your fault. Perhaps all the time you spent as an educational trustee has skewed your perception. Teachers have been teaching kids to pass the buck and blame others for their problems for years. Instead of "I'm special" or "I have ADHD" policies, how about some, "It's my fault for screwing up, I will try to do better in the future" honesty? Nearly 15 years after Glen Clark I am still waiting for an NDPer to own up.

karperp is correct that allowing Vander Zalm to head up the anti-HST brigade hurt James politically, as did losing the last two elections.But there's a reason she didn't lead the fight, because there's no way the NDP ever had any intention of repealling the HST if they gained power. They'll do the same thing the federal Liberals did over the GST...nothing! Don't fool yourself, the HST isn't going anywhere if the NDP get in.

Carole probably had a good idea about moving the party closer to the political centre,She just couldn't execute that plan.In part because she wasn't dynamic enough as a leader.But most likely because the far left and the public sector unions just won't loosen their grip on the party. For the NDP,the troubles are just beginning.I see the same division in the party.The big union bosses on one side,and the more moderate left wingers n the other side.I see no way they can reconcile the two.Although,after a leadership fight,they will do their best to convince us all that they have kissed and made up. Just as the Liberals will be well served to choose a new leader who is not tarnished by past errors, the NDP should also take this chance to look about for a new leader without baggage, someone without the stain of politics on them. I don't like it.Direct Democracy is the very reason California is in the state it is, because the people have elected not to pay enough in taxes while electing to have all manner of inclusive social programs, and now they're stuck with a broken, bankrupt system they can't get out of. California is a stinking mess, why would we want that in BC?I'm also not wild about the idea of renogotiating our constitutional power with the Feds. That's Quebec's gig, no thanks! And who could lead that charge, why Danny Williams, former premier of Newfoundland of course. well, perhaps those living outside of the lower mainland (you know, the rest of the province) have seen the errors of the ways of leadership. as it is seen from my perspective, nothing will change if our 2 choices are the liberals or the ndp. as much as i would like to see independents take control many have come up as dissidents and already have the party politic mentality and i see no change coming from them. i see carole, like campbell, tucking tail and running the other way with pension in tack, how fair is that to us, the taxpayer? with direct democracy we, the voting people, make our wishes known. in a balanced system, like we see in switzerland, there is a careful line drawn that is strictly adhered to and the tax load is fairly distributed amongst the people. in the case of california, 7 years of unbudgeted for natural disasters and a tanking economy (sub prime fiasco) is what bankrupted the system. as for this country, i would like to take pride in my leadership, why do we pay quebec to write our laws and mandate our thoughts (quebec owns the dairy industry so raw dairies can not operate outside of quebec, who owns bc hothouse corp?) and by taking ownership is the only way i can do that. i vote every election, i have since i was 18, i am a citizen, born and raised, i am a canadian through and through and i want a better future for my son. refederation is the only viable option for me at this time and i think many others would agree, they just need some more information, what we have in place, doesn't work!

I guess what the people engineering this mess in the party don't realize,is what people like myself think. I used to be a staunch NDP voter. That has now changed with this disgusting mess. I am afraid I will be sending my vote elsewhere. I wont vote for people with this type of back stabbing behavior. I should imagine I am not alone. They don't know what they have done because they are so narrow minded and focused on themselves. Likely they have cost the NDP party another 4 years out of government.I can only say it serves them right. We as voters should not put up with this type of poor politics from anyone and its us that needs to make the statement.

What a sad day for the party. Carole has dedicated her life to the party and has earned the respect of a lot of people in British Columbia. She was the only hope for the party to win the election..Jenny Kwan and the others should be ashamed of themselves. Good luck to you Carole.

the NDP party is dommed. can't anyone see. it's not about carol. it's about changing NDP party more center to the right. and if that can't happen then the birth of new party or the re-newal of Conservative party will rise. I'm not infavour of HST, NDP or the Conservative party. my vote is still with liberals.

I had considered changing vote to the NDP but not now. I don't understand how a gang of 13 can overrule the majority. - And as for Jenny Kwan - what a shrew !
